UPGRADE is a technical, independent, non-commercial, and freely distributed electronic publication, promoted by CEPIS (Council of European Professional Informatics Societies), an organization that unites 36 Informatics Professional Societies from 32 European countries and is the voice of more than 200,000 ICT Professionals in our continent.

UPENET is the network of publications, paper or electronic, from CEPIS member societies. It has UPGRADE as its anchor point.

Latest issue of UPGRADE available (edition in Spanish too)

The latest issue of our open digital journal, corresponding to October 2007, is available now at this website.

It features the following sections:

  • A monograph that under the title "Advanced Information Systems Project Management" widely describes the main aspects surrounding Project Management Practices applied to Information Systems, ranging from training and methodological issues to budgetary analysis and decisions, risk analysis and control, and change management.
The guest editors of this monograph are Julián Marcelo-Cocho, José María Torralba Martínez  (Universidad Politécnica de Valencia, Spain), and Antonio Teti (Università G.D'Annunzio di Chieti-Pescara, Italy).
  • UPENET (UPGRADE European NETwork), with an article from the Italian digital journal Mondo Digitale which describes how Internet market requirements, especially in terms of increasing demand for mobile and multicast communications, and overlay systems, should determine development strategies of Internet protocols in the near future.
  • CEPIS NEWS which is intended to provide some news around the projects in which CEPIS and its member societies are involved.
The monograph of this issue is also published in Spanish (full issue printed already available; summary, presentation, abstracts and some articles soon available) by Novática, issue 189 (September-October 2007).

December 11, 2007: 2nd Edition of the Novática Award

The 2nd Edition of the Novática Award is presented to the best article published in 2006 by Novática, journal of the Spanish CEPIS society ATI (Asociación de Técnicos de Informática).

From a final shortlist of five articles, the Jury, comprising the 49 editors of Novática's various technical sections, selected the winning one: "Scientific Publications: The Role of Public Administrations in The ICT Era", by Professor Roberto Di Cosmo (Université Paris VII, France).

The winning article was published in Novática issue 181 (May-June 2006), and in UPGRADE, Vol. VII, issue no. 3 (June 2006).

The latest issue of our open digital journal, corresponding to August 2007, is available now at this website.

It features the following sections:

  • A monograph that is intended to present "Ambient Intelligence" as a novel concept which refers to electronic environments that are sensitive and responsive to the presence of people. The ambient intelligence paradigm builds upon ubiquitous computing and human-centric computer interaction design. It is noteworthy, as we will be able to read in the monograph, that the European Comission has played a crucial role in the further development of the Ambient Intelligence vision by launching several major initiatives in the past years.     
The guest editors of this monograph are Julio Abascal-González, Alberto Lafuente-Rojo (Universidad del País Vasco, Spain), Yang Cai (Carnegie Mellon University, USA), and Tom GrossBauhaus-Universität, Weimar, Germany).

  • A monograph that, under the title "ICT Certifications for Informatics Professionals", presents the wide variety of ICT Certifications offered by the stakeholders in the ICT industry, and the efforts that are being made to align the different certification systems and provide a common framework that facilitate their international recognition. Those efforts are connected to international IT Professionalism programmes, in which some CEPIS members and CEPIS itself are at present involved.  
The guest editors of this monograph are Luis Fernández-Sanz, Maria-José García-García (Universidad Europea de Madrid, Spain), and Peter Weiß (University of Karlsruhe, Germany).
  • UPENET (UPGRADE European NETwork), with an article from the Spanish magazine Novática which describes a new bioinspired algorithm particularly useful for addressing the problem of Internet route optimization.

Call for papers for UPGRADE & Novática monograph on "Next Generation Technology-Enhanced Learning"

The journals UPGRADE and Novática are planning to publish in their June issues of 2008, under the title "Next Generation Technology-Enhanced Learning", a double feature on innovative recent advances and prospective future developments of technology-enhanced learning. Translations will be provided for English and Spanish. The special issue will examine current and emerging trends in research and practice of learning technology in order to depict the likely near future - better learning through new technology.

Latest issue of UPGRADE available (edition in Spanish too)

The latest issue of our open digital journal, corresponding to December 2006, is available now at this website.

It features the following sections:

  • A monograph that is intended to highlight the importance of having open standards in order to ensure interoperability, and particularly to describe the Open Document Format for Office Applications (ODF) which is the standard ISO/IEC 26300 since May, 2006. Besides, while we were working on that monograph, a major controversy surrounding  the appearance of a second document format standard (EOOXML), which has been submitted to ISO through a fast-track process, has come up. The debate about the convenience of competition among standards has become bitter and rooted on fundamental values of standards openness. At this point, our monograph will provide the readers with a deep insight into those issues.
The guest editors of this monograph are Jesús Tramullas-Saz, Piedad Garrido-Picazo  (Universidad de Zaragoza), and Marco Fioretti (Open Document Fellowship).
